About the Author

Madhur Goyal joined Indian Railway Service of Engineers in 1962 after obtaining BE(Honors) degree in Civil Engineering in 1961 and ME (Structures) in 1962, both from Roorkee University, now IIT, Roorkee. He retired as Additional Member (Projects), Railway Board, in the year 2000, where he was responsible for sanctioning projects on the Indian Railways (IR) and for the formulation of policy relating thereto. He spent a sizeable part of his career in Construction, which encompasses the entire spectrum of construction activity including planning and design, appraisal and monitoring, and project implementation.

He held Senior Administrative positions in Government for more than 18 years. He served as Joint Secretary (Projects), Ministry of Program Implementation, from 1986 to 88 where he was monitoring implementation of major projects costing more than Rs. 100 crore in all sectors of the economy, from underground coal mines to offshore oil drilling platforms. This exposure provided him very valuable insights into the problems afflicting the infrastructure sectors. He wrote a Project Implementation Manual for the guidance of public sector undertakings.

He worked as Joint Secretary (Power Systems), Ministry of Power, from 1988 to 91, where he improved the daily monitoring reports of electricity generation in the country. He was responsible for monitoring in real time the power flows on the Regional Grids, which has strong parallel with the operations of the Indian Railways. He held additional charge of Director General, National Power Training Institute for more than two years. He was founding Chairman-cum-managing Director, Power Grid Corporation, for nearly two years.

Madhur Goyal obtained his M.B.A. from University of California, Berkeley, in 1972 in both Finance and Marketing. He gained extensive exposure to the application of Quantitative Management Techniques in large Western corporations, which stood him in good stead on return to Indian Railways in 1976.

After retirement, the author has been associated with a number of multi-national construction companies including Emaar-MGF. He has written the following books:
